Is there an intended release date (or month or season) for 4.0 or is
it something that occurs whenever its completed.

It will occur whenever it is completed, which won't be until after it's begun :)

It would be nice to have the core out shortly after Postgres 7.1 is formally released.  That implies a date of about Feb 1.

We are waiting to get PostgreSQL 7.1 which will make our
development much easier. Also, there are design decisions yet
to be made on the data model and DB abstraction porting. Plus,
we're now hearing great things from aD about them making a
DB-aware package manager (thank you!!), which is what we
want to see so that OpenACS and ACS can share some
common codebase (imagine that!).

The bottom line: OpenACS 4.0 is happening, but it's going to
happen right, which means we are waiting for the right pieces to
come into place while discussing some important design
problems. Stay tuned. We will publish a lot more information as
we get things into gear. As always, email me directly if you want
to dedicate some time (and if you have experience in
ACS/OpenACS... this is a tough port, and we need experienced
people!).

Given Don's estimation of early Feb, sounds like you may be able to go straight to ACS 4.1, which might be the better way to go anyway. The planned improvements in the subsite functionality sound like they could be very significant.
