right now I think there are a lot of missing upgrade scripts on HEAD. In particular, the changes for tip 42 and 43 mean plsql
for lots of packages need to be fixed and upgrades provided.
Otoh, fixing bugs right now should be on the 5.1 branch and
I think upgrades should mostly work there (and if anything
does not upgrade properly that is a bug you could fix too :) )
