There is documentation on OpenACS and AOLserver on Windows at http://empoweringminds.mle.ie/openacs/  You have a number of options, such as using VMWare or native installation, Oracle or PostgreSQL via Cygwin, etc.  What flavor of XP do you have?

Some of the information on the site is getting old, but will hopefully still be useful.  The binary build of AOLserver 4 in particular is out of date but should be sufficient for installing and I can email you newer if you like.  You will need Visual Studio 6.0 or .NET if you want to compile AOLserver yourself.  The nightly checkouts of PostgreSQL compile natively on Windows now but are very much in alpha, e.g. I believe it won't run as a service yet, so I probably wouldn't try installing on that.
