There are a number of bugs that still say "Fix for version 5.1.0". I suppose they're not critical so not all of them need to be fixed before the version is released, but some of them are fixed and have patches that have been sitting in the bugtracker for some time. If available patches are not applied by those with commit rights prior to a release, then what incentive is there for people to contribute patches?
I propose that all patches either be applied or rejected prior to a release. There are open patches going back to the beginning of last year. Some of them are pretty short and straight forward and don't require almost any effort to integrate.
