As I survey the various commercial CMS products, one thing I notice is
that they come bundled with a bunch of templates and data sources
(e.g., the "captioned image" in the News demo of the 4.1 CMS). It would
be enormously valuable if the owners of CMS installations could share
and swap templates and pre-formatted data sources with each other. We
could even create a repository of packages for this sort of thing.

Good idea.  Perhaps a database of these things with a criteria based on the style and type of site the template is designed for.  Users can upload their templates and share them much like at the KDE site (http://kde.themes.org), where users share their Desktop themes.  Perhaps a repository of icons would also be a good idea.
