I think it's a historical artifact although maybe it has
to do with the difficulty of subclassing content_folder.
I think fixing it in the code (assuming subclassing content_folder is not hard) is not too bad but the upgrade scripts might be a little hairy.
It would be a worthwhile thing to fix, the current design
is universally reviled.
