I just tried to install other software on the test site, and the link to this function does not work.

Previously, I was able to install from the repository (say, the Photoalbum, Sloan Board or UserProfile), but then received errors when I actually tried to navigate to that application (after installing, restarting server, and adding it to the page).

Here's my question: Is this a reflection of the fact that this is a test site and some plugins may be broken? Or would I encounter the same issues with a proper install on my own server?

I am assuming you are referring to the test servers linked from here:
http://test.openacs.org

It is very likely a reflection of the test site Nick, yet on average I have been able to add applications and test them without problems in the past.

What errors are you getting? Which packages are you trying to install?

Some (like Photoalbum) may have dependencies that are not fulfilled on the test servers (e.g. local install of Imagemagick) that are causing the errors.
