I signed up for e-mail alerts for the 4.0 project, but noticed that
the e-mail alerts I was getting didn't indicate the user who
originally posted the message.

Is this a design decision?  A bug?

This is a bad design decision of ACS/OpenACS 3.2.x. We will fix
this shortly.
