Application Groups:
- the application group stuff - we should do it, it's a good change pushing us in the right direction and it doesn't change any existing behavior anyway
- daveb'll put that on HEAD this week
- this almost lets us make lorsm not depend on .lrn except for the code there that explicitly depends on .lrn that can easily be rewritten
- there is also some stuff that finds the package_id based on dotlrn that can be rewritten to do so using the application group
