Thank you Malte and Talli.

Rest assured my question above is in the context of advancing the case (for a relatively non-technical audience) based not on Tcl vs PHP, but on .LRN vs. custom development using PHP or some-much-less-mature-than-.LRN-framework based on PHP.

Nevertheless the question comes up.  And of course the question begged is "if Tcl has these advantages, why is PHP more popular?"
