I have the responsibility and opportunity of setting up a web presence for a "community" of 650 plus home owners here in New Jersey. Within next three years this number is expected to exceed 1200 plus.

Site will be run by volunteers (in groups) from within the community, as a not-for-profit organization.

Functionality required includes: 2 level memberships - First: for all homeowners to view member area pages, participate in discussion forums, polls, etc. Second: to "post" classified ads, contribute articles and "post" services offered.

Therefore articles/document management and workflow, classified ads, photo albums, discussion forums, RSS news feeds, polls/surveys are primary features initially.

Does OpenACS generally fit these criteria, especially for non-technical use and administration once the site is setup and configured successfully, and requiring only periodic technical maintenance?

Any advie is appreciated

yes!

Thous you might need some help for little tweaks to make your desired behaivor, specially in the membership that you are looking for.

Don't know if we have this working: classified ads.
This is working fine: photo albums, discussion forums, RSS news feeds, polls/surveys.
