The multi-page mode as implemented by ACES (and maybe ACS 4? haven't looked) is much better than the old style that was originally implemented.
The separate pages are set up as a set of links that run across the top of the page rather than the ugly boxy tabs.
Rather than simply get rid of the multi-page functionality, the portal admin should be able to control whether or not users can add pages to their portal or migrate portlets from one page to another.
