I just downloaded the src rpm from the libxml website (don't remember where). It compiles fine on RH7.1 (with glibc 2.2). 
# rpm --rebuild libxml2-2.3.8-1.src.rpm
# cd /usr/src/redhat/RPMS/i386/  
# rpm -i libxml2*
