Is there a reason why we aren't putting up released OpenACS tarballs
under the SourceForge site?

This would be convenient for users, and may even reduce the load
on openacs.org.

Well ... we're slowly moving *everything* here, we're not using SourceForge at all for OpenACS 4, for instance, or for mod_nsd.  Having the tarball here gives us a simple way to monitor downloads (we count them, in other words).
