Part of this is the philosophy of Philip Greenspun: don't ask people to do anything they don't need to do. Probably the common header should always have either a login or logout link, and some detailed explanation on the login page. But there is no end to how people unfamiliar with a site can get confused. People don't like clicking on links if they don't think they can predict what is going to happen.
