I've gone all over the thing and still cannot seem to find how this can be done. /doc/ticket.html talks about 'Feature Areas' that had to be setup for proper ticket assignment/management. So does this solution. But where are they? they are not in /admin nor in /admin/user-groups nor in /admin/intranet and /admin/ticket does not work (/admin/new-ticket is also not the place, it seems). Where then?

I think you have tripped over one of cases where the openACS leaves old code lying around. /ticket is largely (completely?) deprecated in the OpenACS.  Ben Adida wrote a simplified version of the tracker for the initial port and called it /new-ticket.  This doesn't have feature areas and some of the other complexities (features) of ticket.

Ok, /team works, but the problem is that for whatever reason from there I cannot add people as ordinary members, only as admins!
