OpenACS applications are just collection of files, available as one big tarball, via CVS, or via automatic download from within the APM (a.k.a. the online install option).

To install offline (e.g. without a network connection), you download the files and put them where the APM can find them for offline install (IIRC the packages directory of the instance of OpenACS you want to add the packages to). You can then use the local host ( ) to install them from the local file system when you are disconnected from the ether.
