I agree with you. Chosing between proactive/reactive is a decision that each one has to base on their market and business strategy. I did not mean to make a value judgement about which one you chose.
Being proactive means higher marketing expenses, so it is not convenient for some people. For others if you don't go and look for clients, you will never get them. Here, in Australia not many heard of ACS...
