I have to disagree with "distinct presentation/personality" for each package. I believe each package is rather small piece of code that takes few weeks to few months to develop (as opposed to years as in most projects at jakarta). I also believe that after a package is done it's done and won't get a lot of additional developement (that's how it ended up for ACS 4). Therefore any additional work to "distinguish" packages, create a separate bboard for each one, create a virtual server for each one etc. might consume a large portion of the total development time.
We certainly shouldn't forbid anyone to work on making his or her package unique but I don't think it should be a policy or even that it should be encouraged.
