I think the answer is aD didn't design the Oracle Package correctly, and the person who ported the package followed the bad design (which is ok). Being able to set the context_id for a user would allow you to divide users into separate admin groups. That is, it would allow some other group or person (party) to act as the owner of a bunch of user content.
You can still do it, but in a separate step.
