depends what you mean by "combining code." If you're just packaging the stuff together, like two RPMs on a disk, then that's not a combination that creates a derivative product and thus the GPL does not apply outside of its realm. Thus, if you create a clean API, you can have a GPL'ed core, and a non-GPL'ed package. You can even distribute them together on the same CD with different licenses.
