1) If your site is built on ACS 3, do you ever have a plan to migrate it to OpenACS?

Yes.

2) wouldn't it make sense to band together and create a migration guide / set of porting tools

This sounds like a good idea. In particular, simple instructions about how to migrate/create group memberships and user bases to OACS4 would be most appreciated
