Please don't use the "money" argument. One because I've pledged as much money to this project as anyone who isn't a major institution. And I have made more sales of AOLserver than most anyone as well.
Andrew, it's not just a technical issue. Introducing OpenACS into a heterogenous environment is a lot more complex if we don't have a clear answer to how to run OACS behind Apache, IIS or other webservers that have already been set as the canonical application front end.
John Sequeira can answer this question much better than I, though, and so I will ask him if he has a bit of time to fill out this perspective.
