1: OpenACS 5.1 branch merged to HEAD

I merged all the changes made between the tag
jcd-merge-5-1-20050111 and jcd-merge-5-1-20050224
to head. Head installs on postgres but I did not test
on oracle -- if someone does a successful oracle install
please post (and post if there are problems of course).

Jeff, can you confirm that this is the last merge to happen? If it is, we need to declare OpenACS 5.1 closed and tell people to commit to HEAD first and make a backport to 5.1.
