I have had some cause to think about this lately and have been asking a bunch of questions to our tech team here over the last few days. My current sense is that OKI is more important for John's second use case (i.e., "a platform of services that mean creating innovative new educational applications becomes quicker and easier") than for the first one, (i.e., "Plug and Play modules. The folks here seem comfortable using web services with appopriate IMS specifications for things like using Coursework's content management with dotLRN tools.
