Of course if you want to compare $ investments into the code base, OpenACS factors in ArsDigita ACS 4 which in turn comtains part of the ACS 3 legacy - I know that we're talking well over USD 10 million here... Someone may have actual figures on that.

It's a very good point you raise too about the barriers to entry. Every time I consider Java for a web project I am amazed at the complexity of what are considered standard toolkits. I pity a university student trying to wrap their head around Jakarta Struts when they have barely learnt to think in Objects!
