Yes, they are, but from previous threads isn't the general consensus that we need to go with 3.3.1+ad13 for the near future? Or possibly 3.4.2.
A Cygwin port is becoming more possible every day--last I heard the stumbling blocks centered around lack of full pthread support in Cygwin. I worry about compiling the Oracle driver under Cygwin. I'm not a newbie, but that task makes my hair stand on end.
