http://magerl.info/dotlrn/admin/dotlrn-adminsor, if you want to grant users site-wide-admin rights (hope you trust them 😊 ), go to
http://magerl.info/dotlrn/admin/users
Search the user you want to grant such rights and toggle "Site-wide Admin" to "Yes".
