Well ... I think it needs to be a combination, frankly. We need new packages for sure, and there are some general design issues I, at least, would like to visit.
But it's important that we not ignore the "boring stuff", as you put it. We definitely need a "clean-up crew" to tackle some of this stuff. I'm personally more than willing to put time into doing this, and I'm sure others are as well.
