Yes, it does make sense, although it's somewhat orthogonal
(and complimentary) to Tom's idea. In your case, you'd have a
category tree that consists of the various OpenACS packages,
service contracts, etc. It would be scoped, I suppose, for all
users. In Tom's case, each user would have his/her own
category tree. Each of these trees could be displayed in a portlet
at the appropriate place in the site.
