this proc removes complete html tags of the form <tag>;
however it leaves behind unclosed <s which can be interpreted as
unclosed tags.
I added code to change those to <s. I'm not even going to
bother trying to outsmart the bboard backslash bug (uh it's been how
long since there's been a patch for this?); new proc is
