its a permissions issue.

I had it last night, and made the thing work by

chmod -R 775 /usr/local/pgsql

This command typed as root.

While we are at it, another stump might be the fact that there was no mention (or at least I did not see anything at 23h15 last night) in the docs on installing the pg drivers
