From tclsh I ran
tclsh% source ../packages/acs-tcl/tcl/mime-procs.tcl
There was no error messages but when I tried
tclsh% package names
mime did not show up.
So I installed tcllib and copied mime.tcl over the top of mime-procs.tcl and it seems to work now.
Hopefully this won't cause any additional problems for me in the future.
