Stephen's suggestion would work really well for my purposes, and it would obviate the need for all of the remaining nasty hacks that would otherwise have to be included in edit-this-page (such as adding its own parameters to the acs-subsite package!)
I also believe it would be generally useful: I'm sure people occasionally would just like to deploy the bboard UI as their homepage, for instance.
Are there any volunteers to implement this?
