About CLOSE_WAIT TCP/IP state: it appears when the other endpoint of the socket connection disappear abruply and the TCP/IP stack could not receive any acknowlegdment packet from the other side, so it has to wait to be sure that the other side is surely down. It is possible to modify this TCP timeout.
