PersistentLoginDefaultP doesn't prevent a persistent cookie.  It just makes the "save my password" checkbox default to unchecked rather than checked.

incidently you should probably apply my patch (https://openacs.org/sdm/one-patch.tcl?patch_id=170) so that logout really does log you out. :)
