Select the control panel link for a particular class/group. There is a section labeled "Syllabus Administration" and two links that allow you to either upload a file containing the syllabus or specify a URL for where the syllabus can be found.
The syllabus itself is just a document (html, pdf, txt, doc, whatever) that you create with whatever editor/other program you wish.
