I am very impressed by your thorough analysis of the context bar issue. However, I am still in favor of using the context bar to display where the user has been in the instance where the user navigates from some application to a service that that application uses (i.e. Bboard forum to permissions or to category administration). I think that logically the case can be made that the permissions and the category administrations are in the context of the Bboard forum. However, regardless of whether this case can be made or not, the killer argument for me is that in the use-case I am envisioning it is simply more useful for the Bboard forum admin to be able to navigate back to his forum than to be able to navigate back to the site-wide permission or category service. Of course the back button can be used but I think the user will turn to the context bar if it is present and find it more convenient to use.
