I don't really see the two things as mutually exclusive.
Plus, we must be midful of the 80/20 rule. i.e. most of the effort goes into the last 20%, but clients, by and large are more concerned with the initial 80%. In many respects, by being a start-point toolkit, the ACS has been a good exemplar of this.
Much as eleminating all bugs (were this possible) is an admirable goal, its going to lead to stagnation and a stunted development path. The mix is *very* important.
