I think we need to decide what packages are part of OpenACS and which are optional. Then we can break those packages out, and allow seperate development and release of packages. The optional packages will have to be tagged for which versions of OpenACS they work with.
Having a basic core, makes it easier to focus on the parts that are necessary for a 4.6 release.
