Well, I thought the package repository showed a description of the package along with all its dependencies (if the user clicked on the link).
To be honest it's been so long since I last looked at the package repository pages that used to be at arsdigita.com that I don't remember for sure, but it'd be simple to have it show the description if doesn't.
My point is that the package description information and almost everything a user would like to know about a pacakge is already described in the package itself. It'd be a duplication of effort to have someone manually create pages with the package descriptions and keep that updated.
One thing that I think would be useful is if the package repository would let users comment on a package. That would be really nice and would allow for collaboration.
