I recommend a two-database migration process. Basically setup a new modern OpenACS install, and add a database pool to your 3.2.5 database, then import the data into the new database.
Much of the 3.2.5 code will work out of the box, but I am not sure of exactly which legacy code has been removed or disabled, but many of the old procs are still around.
