Which timezone are you in? At about 12am UTC most days there are about 3-4 OCT members on #openacs.
We are well aware of the documentation issue. It is something that has been brought up a numerous times. It is an issue that is difficult to resolve. Currently there are two mindsets, one is to persist with docbook, the other is to start using the wiki. Until the community decides which approach to take, we won't be making much progress with improving documentation for the time being.
