I would go for the simplest method possible to organize in a transparent manner. Say using the Wiki or an Edit-this-page page to list the tasks and who is working on what, any projected dates of completion. Next in complexity is probably bugtracker, where we could setup a coponent. There is the generally unused openacs.org bugtacker at
https://openacs.org/bugtracker/openacs.org/ that also could be used.
