The file is actually here:
http://www.openacs.org/doc/acs-adminThis may be occurring because OpenACS has been switched not to check for similar items without an extension in the case when it doesn't find a file.
It would probably be a good idea for someone to go over the site with a dead link checker (e.g. winhttrack).
