hi Nima,

changing themes under Site Wide Administration ->Portal Templates affect only new users or groups. After the changes you need resset the groups/users template to the site defaults values .

Go to one community admin: -> control panel -> Customize Portal Layout -> Revert the entire portal to the default arrangement

The site wide administration does not have interface to change all users/groups
