Did you make any progress on this mater? I'm intending to do the same thing you proposed. There's also this TIP, wich was abandoned: https://openacs.org/forums/message-view?message_id=484310

Dear Eduardo,

for xowiki and friends i decided to leave things as they are in order to provide larger backwards compatibility, etc.; i do vaguely remember that there as well some oracle issues involved ... but i am certainly not overly happy with the locale/language support from the cr. when time permits, i hope to able to work on an xowiki-ng adressing some of the itchy places, but don't hold your breath on that.
