It's not just a matter of fonts; simplified and traditional Chinese, at least in
Unicode, are encoded at different Unicode code points. For example compare this to this.
If you wanted to do an automated conversion, I would probably start with the XML catalog files for Simplified Chinese and then write a program, á la iconv, to convert the catalog files. You can then import them into OpenACS again afterwards.
If you are familiar with Perl, perhaps the Encode::CNMap library from CPAN will be helpful.
