Yes that's spam.
I removed the link and took this opportunity to test banning spammers rather than deleting them like I have done on openacs.org in the past.
As site wide admin I made myself that user after banning them and was unable to see content on the site: I got a permission denied message for every page. It was even hard to logout (I got a permission denied message for the logout page too). The only way I could logout was to delete the ad_session_id cookie by hand.
My verdict after the test:
1. Marquis de Sade would have enjoyed banning users more than deleting them
2. Combined with email verification, it is a nice anti-spammer tool (it effectively blocks whatever email these bozos use and makes it more time consuming for them to annoy us than us to annoy them).
