Sorry, but it is in 5.2 as well as HEAD. you are just using the wrong CVS command.

cvs -d :pserver:mailto:anonymous@cvs.openacs.org:/cvsroo co -r oacs-5-2 openacs-4/packages/mail-tracking

where can i find these info, i.e. from what CVS should i download and what packges are available?

a place like a CVS file manager, trough an fto, http, or even shell GUI.
